If it's an entire line of pixels, it's not dead pixels! It's most likely the TCON board.
Dead pixels are random all over the screen...maybe in a cluster. A line that stays one color or black is a sign of a bad TCON board. Some people call them LCD controller boards or Timer Control boards. They control the pixels of a LCD screen.
If you can find a replacement board for the TV you're purchasing, i'd say it's very much worth it! Usually you can find these boards on ebay for anywhere between $50 to $175 depending on brand and screen size.
Try searching the internet or ebay for just the model number of the TV and see what comes up. Sometimes if you search with the brand and/or size, nothing with come up. Just search using the model number.
Of coarse it would be easier to search for this board if you had the seriel numbers off of the board. The TCON board is located at the back of the TV(back cover off) toward the very top of the TV. They look similar to this one:
